It is possible Safari crashes when attempting to open a previously opened website upon launching it.
Press and hold a Shift key while opening Safari from Applications or the Dock. That action opens Safari without any previously opened windows or tabs.

In light of that new information, don't bother reinstalling macOS. Instead, consider using EtreCheck and posting its report in a reply to this Discussion.
Old Toad's illustrated User Tip How to use the Add Text Feature When Posting Large Amounts of Text, i.e. an Etrecheck Report - Apple Community contains instructions and a download link.
When running EtreCheck, you must be logged in as that User and you must also check the box that enables Full Drive Access. That allows it to access areas of the system that are normally off-limits.
EtreCheck may or may not reveal any actionable information, but it's about the best we can do over this inherently limited form of communication.
You can drag the EtreCheck app to the Trash when you are finished with it, or just leave it in place. It does exactly nothing unless it is actively running, and dragging it to the Trash leaves nothing behind.
I installed system data files and security updates and disconnected and reconnected the internet modem. Neither action resolved the problem.
Then, using the method of trial and error, I started to delete ~Library Safari files. The last group of folders/files that I deleted were Cookies, Cache, Safari and, in the folder Saved Application State, the file com.apple.Safari.savedState. After I restarted the Mac, Safari opened correctly. So, the problem was in one of these files.

Does it also crash if you restart that Mac in "Safe Mode"?

Nevertheless, we are not getting anywhere closer to solving the problem. The only useful suggestion I have is to re-enable "Install system data files and security updates" which is the reason EtreCheck is reporting this "Major Issue":

Apple security disabled - Apple security software is disabled. This computer is at risk of malware infection.
To fix that, go to the (Apple menu) > System Preferences... > Software Update > Advanced. Check the box to "Install system data files and security updates" and click OK.

That will fix that "Major Issue". The other options in that Preferences screen are less important, but Apple's "security updates" are a fundamental defense that really ought to be enabled. It's the way Apple reacts to real-time threats that could arise in the future.
However, I can't imagine that setting can possibly have any bearing on the fact Safari keeps crashing. Given everything you did (reinstall macOS, upgrade macOS, start Safari in Safe Mode... etc) then there is nothing else we can or should do on this site that doesn't invite the possibility of revealing personal information that should not be revealed.
Please contact Apple and ask for their assistance. They will undoubtedly want you to update macOS (did that), try Safe Mode (did that), remove any non-Apple junk software (which you don't have), and finally put you in touch with a senior advisor who is likely to take an active interest in fixing the Safari problem. Apple has the ability to remotely observe your Mac (with your permission of course), collect information, and recommend actions that are likely to fix it.
Start here: Get Support, and click through the options that eventually lead to speaking with someone. Be patient as they will need to confirm you did everything you already did.

That is a significant clue. Something is wrong with a version of Safari running in the preboot volume, and the obvious fact it's repeatedly crashing.
Unfortunately I have no explanation for its presence there, much less what to do about it. That may pique Apple's interest. For now, please re-enable "Install system data files and security updates" in Software Update > Advanced. As much as I doubt it is a causal factor that option should be enabled.
After re-enabling it, restart the Mac.
Also, restart your modem and / or wireless router. Disconnect both of them from power, wait a moment, then power them back up again. That couldn't hurt either.

Great work! Normally, those folders / files would be cleared or reset by clearing Safari's website history and saved data. Of course the fact you could not even launch Safari precluded that ability, so I'm glad you found them on your own.
The problem started while using Monterey…and I then reinstalled Monterey.
Also, I recently updated to Ventura…and the crash of Safari has continued.
So, I consider that it won’t help to reinstall macOS. What do you think?
