Greetings gcliffel1003,

Precise Location must be turned on to use turn-by-turn spoken directions in Maps on your iPhone. Additionally, check if turn-by-turn spoken directions is available in your country or region. Check out those details here:

Change settings for spoken directions in Maps on iPhone - Apple Support

Turn-by-turn spoken directions require iPhone to be connected to the internet, and Precise Location must be turned on. Cellular data rates may apply (see View or change cellular data settings on iPhone).
Note: Turn-by-turn spoken directions are not available in all countries or regions. See the iOS and iPadOS Feature Availability website.

Further, ensure the audio isn't muted in Maps which could be causing the behavior:

If Maps isn't working on your Apple device - Apple Support

"If you have trouble with spoken directions on your iOS or iPadOS device

  1. In the Settings app, tap Maps.
  2. Tap Spoken Directions.
  3. Select your options, like whether to pause podcasts for directions or whether to hear directions through your vehicle's radio.

Turn Spoken Directions on or off by tapping the audio button on the map after you start turn-by-turn navigation."

Kind regards.
