After installing the latest version of MacOS Ventura, I'm unable to add the accents or special characters on my MacBook Pro.

If you mean that the press and hold popup menu does not appear, you can try this:
open Terminal app and type
defaults write -g ApplePressAndHoldEnabled -bool true
and then type return and restart.
Also make sure you do not have Webroot on your machine.

I tried this option but I get no action when I type the defaults write -g ApplePressAndHoldEnabled -bool true
I restarted the machine afterwards but still no luck.

Thanks, I think I'll have to learn these commands, I type in Portuguese, Spanish and French, the pop up option was much faster to choose the accents from. But this should work. It's too bad that the pop up no longer works for me, though.
Thanks Tom. Can confirm that this fixed the issue for me. (the restart is needed - I'm on 13.0.1 btw)
(wasn't too amused by the comments of some people here who felt the need to explain another method to enter accents and claiming it was superior to the method some of us are quite happy with even if we do a lot of accents-typing)

What I need is to be able to use the accents. This was working before I updated to the new MacOS

I think it's a bug because I have two MacBooks pro and have the same issue on both of them.
Yes, I tried safe mode and the keyboard is not set to off.
The letters weren't repeating. I tried the command with false and still they don't repeat.
The letter doesn't repeat in real time. That's just what Gifox shows while making the animated gif of the event.
