I do not want my new phone to be able to make calls on att yet - should i set up sim anyways during activation?

If you setup the eSIM during activation successfully, then the new iPhone will be able to make and receive calls immediately. If you do not want to activate the eSIM, then wait till you are ready and then activate the iPhone and the eSIM together.
