Try this:
Just sharing a solution I've found on Stack Exchange. Credit to whoever discovered it.
System Preferences/Settings > Users & Groups.
Open lock to make changes.
Right click on user in left column > Advanced Options.
Copy UUID value. (this is User UUID not Hardware UUID)
Go to /Library/Caches/Desktop Pictures.
If it doesn't exist create Desktop Pictures folder.
Inside Desktop Pictures create folder with UUID value as name.
Right click on folder > Get Info.
Open lock to make changes.
Grant permission to Read & Write to user, admin, everyone.
Make sure FileVault and Guest user are deactivated.
Change desktop wallpaper.
Restart computer.
Found it during Big Sur and it worked. Also worked for Monterey and Ventura 13.0, 13.0.1

Well the old way—
You can attempt to make the Login wall paper the same as your user wallpaper.
Ventura default is the new macOS Ventura background when you restart the machine…
Verify—
No FileVault turned on
No guest user or additional user accounts
Must be “List of user” in System Settings> Lock Screen

I will say for me, it is still presenting the default Ventura wall paper, have not done a Safeboot to nudge it along. It could be in time it may decide to cooperate or not.

Here is what I see from Finder>Go>Go To Folder copy and paste:
/Library/Desktop Pictures
and more recently, copy and paste:
/System/Library/Desktop Pictures
if no luck there is a debug command to show path of the wallpaper in the background from Terminal Copy&Paste:
defaults write com.apple.dock desktop-picture-show-debug-text -bool TRUE && killall Dock
you can tell me if the command still works in Ventura
ex on Desktop
If you are the sole user with no guest option you will get your user login wallpaper as default.
Another way to put this .... I want to know where this file is located, and its name. I've done this replacement before on other Macs, but I don't remember how I did it. But I do recall that if I installed an OS upgrade the file was zapped.
