iPhone unregistered with PTA

I have iPhone Xs i bought it from Dubai Model is A2097 in legal & regulatory PTA logo is available but when i check in Pakistan its not registered by PTA means network and sim not working in this phone after 60 days and FBR tax is too much

my question is, why this phone showing PTA approved but not works in Pakistan ?

The regulatory approvals just mean that the phone passes safety and usability testing, it does not mean that the IMEI is approved for use on Pakistani networks. You need to contact a carrier and arrange for service.
