My computer keeps telling me I need to download latest version of iTunes in order to restore photos from disabled phone that can't turn on and stuck on the Apple Logo ?

Can somebody help me? I have an old iPhone XR with valuable photos on it. It's stuck on the Apple logo and I can't get passed it. I previously ignored the warnings to back up my photos to iCloud or to buy more storage in case something happens to it . Ironic thing is this happened because I was trying to backup my storage on my phone like it asked me to. So when I finally started the process, it froze so I shut my phone off to reboot and haven't been able to get back on my phone ever since for a year and a half. I have the phone hooked up to my computer right now but won't let me access/sync any photos and data because it wants me to go into my disabled IPhone to trust the computer so I can get to my photos. which I can't because it's stuck on the apple logo! I now have a new phone obviously and learned my lesson so this wouldn't happen again but have been trying to figure it out on my own.

My computer keeps telling me to update the latest version of ITunes in order restore my old Iphone but when I follow the steps to do that my computer tells me I already have the latest version so can somebody help me
