Ventura - Bluetooth Keyboard disconnected every time I startup

Ever since upgrading to MacOS Ventura last week, my Apple Extended Bluetooth Keyboard is non-functional every time I startup. The Bluetooth control panel says it is connected. I either have to toggle the keyboard's power switch, or toggle the Bluetooth connection off and back on again. The keyboard works fine until the next reboot.

I've tried removing just the keyboard and re-pairing it, and removing all devices, resetting the Bluetooth module (sudo pkill bluetoothd) and rebooting. I've made sure the keyboard isn't paired with my other nearby Macs. My mouse doesn't have any issues.

iMac 27″ 5K, macOS 12.6
