I would like to use the Action button on the Apple Watch Ultra to start a non Apple app that is on the watch. Not sure how to set up a shortcut on Apple Watch. Do I create it on the iPhone?

After I started looking for a way to create a shortcut to open workouts++ I found it is no longer being supported. I suppose Apple's own workout app has improved enough that there is less advantage to spending time on a competitive app.
At any rate the document referred to by lobsterghost1 was very useful.
