Can't turn off find my Mac on Ventura

When I try to turn off find my Mac, an error pops up saying that "You won’t be able to locate, lock, or erase this Mac while it’s asleep because Wake for network access is turned off." Then there is a button saying to go to energy saver. When I click it, an error sound is heard but nothing happens.

If I turn on wake for network access manually, the same thing happens.

I tried a restart and still my issue persists. I click Turn on option, and I get message window "Allow Find My Mac to use the location of this Mac? Find My Mac is part of iCloud and helps you locate, lock, or erase a lost Mac." I click allow and it goes back to the original window. It is caught in a loop and will not turn on.

I'd need to be able to track my devices so if anyone has any ideas or help, I'd appreciate it.
