Unknown calls won't come through to iPhone 13 - Settings does not resolve the issue

My wife works for the Department of Defense. All of the calls from her work come in as "unknown" calls. I have already gone into my settings and have turned off "block unknown calls." My son has an iPhone 12 and I have an iPhone 13. Neither of us can get calls to come in to our phone when she is at work. To make matters worse, due to the high security nature of her job, she can't have a cell phone inside the building, so she literally has no way of reaching myself or my son. Does anyone have an answer to this besides the obvious settings step that I have already taken?

What makes things odd is that I have a work iPhone XR and my daughter has an iPhone 12 pro. The calls come in just fine to those phones. (Same carrier).

What "block unknown calls" is...
What is the difference in Settings between iPhone 12 / 13 AND iPhone XR / 12 Pro?
How do you reach her during an emergency at your end?

But what I am aware of is the following...

Block voice calls, FaceTime calls, and messages from certain people
1. In the Phone app , do any of the following.
2. Tap Favorites, Recents, or Voicemail. Tap next to the number or contact you want to block, scroll down, then tap Block this Caller.
3. Tap Contacts, tap the contact you want to block, scroll down, then tap Block this Caller.
Block spam Calls: Detect and block spam phone calls - Apple Support (IN)
Call Blocking & Identification: Turn on Silence Junk Callers (available with certain carriers) to silence calls identified by your carrier as potential spam or fraud.
Silence Unknown Callers: (A similar situation to yours) Will not give you any notification however the caller can leave a Voice Mail. Once you receive a VM you can reach her through what ever other means you have.

Thank you for your answer.

I am able to dial her number at work. She is just not able to call through to my phone or my son's phone. None of the points above address the issue that I am having. I have "silence unknown callers" turned OFF in settings. Her calls still will not go through.
