Currently, iOS doesn't have any feature to specifically lock positions of apps on the Home Screen. However, Apple does like hearing from their customers and if you'd like to see this become a feature, leave feedback using this link here: Product Feedback - Apple

We want to help get your apps managed so you can't delete them accidentally this way.

Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support to mange ability to delete apps:

1. Go to Settings and tap Screen Time. 

2. Tap Content & Privacy Restrictions. If asked, enter your passcode.

3. Tap iTunes & App Store Purchases.

4. Choose a setting and set to Don't Allow.
