So this is a question that was addressed by another associate and I tried the support suggested but still having same issue once again.
I have the same issue and deleting/stopping icloud sync/overnight did not work for me. This is a serious issue and is impeding my business. If Apple cannot fix this I am changing phones. I painstakingly re-label all of my contacts only for 24 hours to pass and all labels revert to 'phone'. No more fax, iPhone, work, or custom labels. Ridiculous. I am so sick of this. 🤬
I have the same issue
as soon as I put a label ,it changes back to generic. I noticed it because I have friends that have several numbers
I think I have a workaround, go to edit, tap the label, ignore all the presets, scroll down to custom label, type in your label,, done your way out and it should stick as your custom label.

UPDATE: As soon as I enabled iCloud sync, phone labels started changing again. =(
I do not use iCloud sync. However, I enabled and disabled it without avail.

me too!! Any resolve or fix from Apple? So frustrating. And whatever is causing it iCloud is allowing it to change on the cloud as contacts i update on phone then are changed in the cloud !??
I don’t see contacts to turn off in settings mail or contacts to turn off as directed in your post.
I have 14 pro, iOS 16.5. My setup does not read/have layout as you describe.
I think AI is responsible for the contact name changing. I recently broke up with my girl I had some hearts in her name. Woke up the next morning the hearts were gone. Where’s the privacy jezzzz
