Ventura command line tools update doesn't complete

Software update says there is a Command Line Tools update available. Two of them, versions 14.0 and 14.1.

When I click Install, it downloads, runs through the process, appears to finish and… turns around and tells me I have the Command Line Tools update all over again.

The command line tools were I believed installed shortly after I installed Ventura. A dialog offering to install them appeared while I was using an IDE, it said in order for me to have git.

I don't see anything obviously related in system.log.

Turns out there was a dialog hidden behind some windows from the updater. It notified me that the installation was successful. Once I clicked OK in that and it closed, Software Update no longer says I have updates.

This might have been because I installed just 14.1.

There are still problems here: why did I have both 14.0 and 14.1? Why did I keep getting notified I needed to update until I clicked Ok?
