First see if you can try a Forced restart
Click here > Force restart iPhone – Apple Support (UK)
If no better or the broken button prevents it then you should arrange a repair
Click here > iPhone Service & Repair - Apple Support
Or
Click here > Contact - Official Apple Support
Anything other than Screen or Battery may be a replacement phone and the price is in the article under "Other damage"

I found solution. I connected the wired earbuds and increased the volume during the call using the button on the earphones. Now the trick is to never decrease the volume, or always have wired Apple earphones in my pocket.
Yeah, it seems the physical button is not working.
This is a shame that now the phone is basically useless as the only way to adjust volume during calls is to use physical buttons. Sliders adjust only volume for videos and stuff, but not for calls. Can't run Skype calls - I simply do not hear what they are saying and no way to bring volume up.
Is it possible to make some software changes to allow adjust volume for the calls using sliders on the screen?
Not unless Hey Siri can hear you during a call and is able to increase volume on request.
Try clicking it 100 times.
Good luck
Ah good thinking! Most of the time bluetooth connected devices remember their own volume levels but hardwired buds must be different. I'll try to remember that one.
