Since upgrading (if that is the right term) to Ventura Apple Mail is close to unusable. Opening is a sometime thing; when opened it often won't load; windows disappear and it does not download new mail as scheduled. I'm ready to change to a new program. What do I need to do to cure the problems?

You do not say 'upgraded' from what exact macOS(?) to Ventura...
I can say introduced back w/ Monterey several similar issues have been resolved in Mail by disabling these new features
Mail issues —
Open mail app select Mail>Settings>Privacy disable:

I just did this and will see what happens. the features sound like they could be very useful but of they make sending and receiving mail erratic they aren't very helpful at all.
I've had mail being returned but still saying ti was sent my me to me. Mail refusing ti send altimeter and the page just freezing, mail staying oil the draft files after I thought I sent it. Wierd stuff.
I re-installed Venture (from the one just before) and wound up with a stable version.
