Hard to believed that Mail is not the root cause, yesterday I had no issue with my Exchange account. Then I upgraded to Ventura and now some of my email are sending in triple.
Plus, if I use Outlook, I don't experience any problem. (I hate Outlook)
To be clear, people that I sent an email to are reporting receiving my email three times. It's not only that it shows duplicate in my sent mailbox.

But thinking Mail application itself is the root cause of this issues IMHO is somewhat off.
As evidenced when using Mail with iCloud ( also an Apple Service ) it work fine and as expected.
Mix in a Third Party Mail Server to things, this can be problematic at best.
Apple has Control over that which they Own and Fully Support.
Waiting for a Fix for a Third Party Mail Server issue - Apple does not Own that service and doubt any Fix is going to solve this issue.
To see the frequency of this type of issue -->> Official Apple Support Community and use the Name of the E-mail Server and see other similar questions and possible solutions
Check for Mail plug-in at Mail > Settings > General > Manage Plug-ins
It seems that the new "send later" and "undo send" features have broken some plug ins. I use Antidote and it is no longer working.
A important element left out from original description of the issue " my Exchange account "
Including all relevant information from the outset may results in better responses or guidance.

Same here. It does it with my Exchange account and both Gmail accounts. I've spent an hour with support, tried deleting/reinstalling the email accounts and reinstalling the OS. Twice. No results.
No issues on 2 Apple Computers upgraded from Big Sur to Monterey to Ventura 13.0 and using iCloud as the Mail Server

I've noticed that if I use iCloud it works properly also. However, I hope we will a get a fix soon to this problem.
I would imagine that Apple will fix the problem in the next upgrade. When I use iCloud.com it works fine.
I hope so too, but I don't see much people complaining or experiencing similar problem. So far in this community they're a hand full of "me too".
Cross my finger, because it's tough to not use Mail.
Interesting, as my Antidote is working erratic since. It does work, but sometimes the Oops feature is not responding.
I have Antidote and it is working. They managed to fix the problem with Connectix. Try this out.

You need to disable the Anti-Oops feature in the Antidote settings.
I didn't think to make the connection with Antidote. Unfortunately, disabling Anti-Oops doesn't work for me
