Just dug out my old Ipad2 for QA testing purposes. Fully recovered it with installation of iOS 9.3. Now tryting to connect it to my Iphone X iOS 16.1 Hotspot, and getting all the time an error - Unable to join the network "Iphone". Connecting to it with my laptop without any problem. Is it an issue of old iOS or?

Assuming that your iPhone has been updated to iOS15/16, ensure that your iPhone hotspot is set to Maximise Compatibility:
Settings > Hotspot > Maximise Compatibility - set to ON

is your iPhone upgraded/updated to iOS 15 or 16?
Actually, my iPhone is on the latest version of iOS 15 ( 15.7.1 ) and I am not seeing this “Maximise Compatibility”, either, under either Personal Hotspot settings locations.
Yes, it has latest iOS - 16.1. I don’t think the issue might be in the iPhone - I connect laptop to it without any problems.
