They being charging me $.99 and $2.99 for iCloud storage

It's unlikely both charges are for iCloud. The system is set in such a way as to prevent double charging for the same service much less for different amounts on the same Apple ID.


Check your iCloud subscription to identify it: link-> Downgrade or cancel your iCloud+ plan - Apple Support


If you are the Family Organizer in a Family Sharing Group, check the accounts of other family members for iCloud subscriptions they may have that are charged to you.


Verify your active subscriptions and make sure both charges are for iCloud. Link-> If you want to cancel a subscription from Apple - Apple Support


If you share your payment method with any one or have another Apple ID where you are subscribed to iCloud check those accounts for the subscription and cancel it.


Once you find and cancel it, you can request a refund for it. Link-> Contact Apple Support
