Does it cover theft/loss or only defects? What is the typical reimbursement process if Apple TV was stolen with proof? It doesn't have find my feature installed though.

Apple Care+ for Apple TV does not cover theft or loss. It is not insurance. It is a warranty extension for service and repair coverage only. It covers manufacturing defects.
You cannot get a refund because your Apple TV got stolen. That is not how refunds work.
