Apple Pay suspended

Apple Pay itself cannot be suspended. Do you mean perhaps that your Apple Cash account has been restricted?

That's a scam. It is not from Apple. Hopefully you did not click the link and did anything suggested there. If you did, change your Apple ID password immediately.

Ignore the message, your Apple Pay has not been suspended. Is not something that can happen at all.
