Does Apple online order have bug regarding pick up?

I've been trying to buy 14 pro max for the past 3 days, in the product selection page, it shows "available to pick up in store" for a certain store, I can select the time window to pick it up, but every time I click "Place your order", it leads me to another page asking how I want to have the phone, and the pick up is not available, delivery is the only one I can choose and it takes more than a month. I also tried to select different stores that have availability, the same issue happens, the system doesn't allow me to pick up the phone at any store that is available to pickup.

Not sure if there this is a kind of buy, could someone help me with it?
