I no longer have the recovery phone

You have incorrect credentials or incomplete credentials like no apple id address and password , the old iCloud account that is not signed in the device , also device is not in possession .

The account can't be signed in an android device .

Note : without knowing Apple ID address and credentials it's useless .

How is the account set up with two factor authentication , or secondary authentication , do you remember the Apple ID password or forgotten , you have to arrange a new iPhone and issue a sim on behalf of the same number iCloud verification - Apple Community

The same old Apple ID address has to be used to access the account once again .
