A1. Contact Microsoft Via Chat. Start Here: Microsoft Contact Us Virtual Agent - Microsoft Support. Perform a chat session with Microsoft using a computer, as it would be more user-friendly doing so. Ask them for instructions on installing it, and if there is anyway to get around losing a device, and have to purchase it all over again.

A2. "Microsoft (MS) provides two options in recent versions of Office: 1 device install or 365 (multiple devices, renewed annually). It doesn't go by device, nor hard drive. It is the Operating System (OS) install. So, with multiple partitions, you'd get to install it on a PC multiple times, with each partition having its own license key. As for Mac, a Virtual Machine (VM) would be the case, each VM having its own installation(thereby allowing you to install it twice, officially).

Transferring Licenses:
Q3. "Or only cheap card or emailed 'code' versions can never be transferred to new, replacement Mac or same Mac but with new HD? Found a $35 'code' price recommended by a Mac User group president. TIA."
A3. You need to use a new 1 device license key, or a 365 license key. This code you speak of seems to be a promotion of sorts. $35 for MS Office almost seems too good to be true. So, be wary of piracy purchases.
