Adding PASMO / SUICA to Apple Pay from Canada

I'm having a hard time adding PASMO or SUICA to Apple Pay. Each time it just says "Payment not Completed" with a red exclamation mark. I already called my bank and VISA, but they see no attempted transactions even when I try purchasing while on call. In the debugging processes, I have already:

  • Verified that my card is working correctly on Apple Pay.
  • I changed my region and VPN to Japan and then back to Canada, then back to Japan.

I'm wondering if any of you successfully added it, and if so, how?

Here's a follow-up to avoid the typical replies about setting up Apple Pay correctly.


I had a call with Apple's support team the day I posted the original issue where someone from the Apple Pay team could see the process with me through screen share. The wallet is set up correctly, and as far as they can tell, the issue happens somewhere between VISA and PASMO/SUICA (or, at the very least, their diagnostics data doesn't seem to point to anything wrong with the Apple Pay system in iOS16.1.1).


Further investigations into people with similar issues outside of Apple have reported an outage where they could not load their PASMO/SUICA cards with any VISA or Mastercard from the United States or Canada in August of this year.


I'll reach out to PASMO/SUICA customer support when I have time later this week. I'm not going to rule out the possibility that this is a bug. At the same time, I know the engineers are working hard to fix other issues with iOS16, so I'm not going to press the matter until I've ruled everything else out.
