Hello 0709cats1122,

If the iPhone is providing a message telling you it can only be used when connected to Wi-Fi, the issue may be related to your Cellular service or settings. This page provides steps for what to do if there is no signal, or the device shows searching: If you see No Service, Searching, or SOS on your iPhone or iPad - Apple Support. As it show there, the first thing you'll need to do is check your coverage area.

Check your coverage area
- Make sure that you're in an area with cellular network coverage.
- Turn cellular data off and then back on again. Go to Settings, then tap Cellular or Mobile Data. If you're using an iPad, you might see Settings > Cellular Data.
- If you're traveling internationally, make sure that your device is set up for data roaming. Go to Settings > Cellular > Cellular Data Options > Data Roaming.

If the coverage is good, continue through each of the steps offered with detailed instructions:

(Only follow the steps under the sections If you see SOS or SOS only and If you're on AT&T's 3G network if these situations apply to you.)

    1. Restart your iPhone or iPad
    2. Check for a Carrier Settings update
    3. Turn your cellular line off and back on
    4. Reset your Network Settings
    5. Update your iPhone or iPad
    6. Contact your carrier

We hope this information helps you out.

Cheers!
