When my wife texts me my watch always makes noise.

On your phone, go to Contacts and find your wife's entry. Under Text Tone, does it say "Emergency Bypass On"? if so, her texts will sound regardless of whether or not you have your devices on silent. Tap on "Text Tone" and turn off Emergency Bypass.

Try this and see if it makes a difference

Notifications

Messages

Instead of mirror my iPhone, choose Custom

Allow Notifications

Make sure Sound is turned off

Make sure Haptic is turned on

No, it's not new but it was never a very well-known feature. And, its importance has diminished with the updates in Focus. Before Focus, it was the only way to ensure that certain people could text you even if you had DND enabled.

Only, I went to a contact on my iPhone and could not find Text Tone listed. Where is it supposed to be listed?

If you haven't selected a custom tone or don't have Emergency Bypass turned on, you'll have to tap the edit button in the upper right to make changes in Text Tone.

I have not selected a custom tone, hence why I don't have the setting.
