How do I remove the lock? I do not know the owner, brought phone from offer up

The phone is locked to the previous owner which, we have to presume, is also the seller. The device is activation locked and you will need the Apple ID and password to unlock it. If you can't contact the seller/owner the iPhone is useless to you.
