macOS Ventura: full screen application is displayed hidden when switching from Dock.

After upgrade from macOS 12 to macOS 13 I faced with the following issue:

I have several application opened in full screen mode (every app is in its own space). I got used to switch between them using Dock panel. But randomly application is shown hidden when switching from Dock and all I see is an empty (or not empty if I also have some apps in not full screen mode) Desktop BUT menu bar belongs to needed application (not to Finder). I have to click on its icon second time to get needed application displayed correctly. It happens in 50% cases and it does not depend on application and the way of switching (touchpad or magic mouse).

Devices: MacBook Air M1 2020, Macbook Pro 16 2021

SW: macOS Ventura 13.0.1 (last version)

What I did trying to fix it:

  • restart Dock via terminal
  • restart system
  • changing settings on Desktop & Mission Control
  • fully reset of both devices (twice in case of Pro)

No result.

I cannot work properly because of this issue, also reset both of my laptops was really painfull (It took me 2 working days and I still have to continue setting up my working environment periodically). I already started getting a habit to click to the icon in Dock twice but this is not what would you expect of using any Apple device.
