sent mail sound on ventura
Since upgrading to Ventura, I no longer get a "whoosh" when I send mail. Is there a fix for this? thank you!

If you look in the upper right hand corner next to the search magnifying glass, there is a bell symbol which says "mute." If the bell has a line through it, click on the bell to unmute it. I was able to get the swoosh by unmuting it.

I've been using Boom 3D, and what worked for me today was to go into System Settings -> Sound and then "Play sound effects - through Macbook Pro Speakers"... This seems to just affect System Sound Effects, not apps and etc, that I do want Boom acting on, and which it continues to do... I suspect a recent Boom update combined with Ventura tripped something up, because it was doing fine with the swoosh mail off sound a little while back...
I've tried a lot of the suggestions with no success. Then went to Sound in Apple System Settings and found that 'Output Volume' on Macbook Air speakers had been muted. Just clicked to unmute and my emails Swoosh once again!
Yep.... the sound level was what I would have thought adequate but no "swoosh" for sent mail. Turned up the volume as you suggested and ...Swooosh! Simple but Effective! Many Thanks Kelliann1 for the tip.
So as to keep people from having to read and search through long answers, first check if when you send your mail you have a Focus on (in Control Center) that turns off sounds. Adjust your Focus states if you always want the swoosh sound no matter the Focus state.

I turned off Do Not Disturb and the Whoosh is back.
First - try all the things mentioned above. Second, this will seem elementary but make sure your sound is turned up enough to hear it! It may have to be higher thn you think. Third, Mail now has the option to send after a certain number of seconds. The reason is so that you can "unsend" something you made a mistake on if you do it in those few seconds. The whoosh sound won' t happen until all those secdonds have passed. I typed a big message above about all my troubles and I no longer remember what I did to fix it. I think one thing was to turn off the new mail sound. One was to allow the interaction sound as described above. At any rate mine is now working so I can tell you that some combination of the fixes above will work. Oh, and make sure your Focus and DO Not Disturb features are not shutting off your sound, and that your notifications are set to allow mail notifications. Just to cover every possible base.
Do you have this item enabled in System/Sound/Sound settings pane?
Here's a Ventura fix. It's a bit difficult or confusing to switch off "Do Not Disturb". My fix is to go into System Settings/Keyboard/Keyboard Shortcuts/Mission Control and set up a shortcut for Do not Disturb. I randomly chose <Control><Option><Shift><D> so as not to conflict with my macros in another app. Once Done, navigate to Focus/Do Not disturb and trigger the shortcut. You will see Do Not Disturb goes on and off with each shortcut press. When it is off you should get your mail sounds back.
Ventura 13.0 Me too, and I've checked everything I could find including Google. I want swoosh with outgoing and no other sound with it. It seems that in mail's own settings you have to check the box where it says new message sound plus All Other Mail Sounds right under it or you get no swoosh at all. Then you get Swoosh + new mail sound when a mail goes out if you have cc'd yourself on it. But that is very annoying.
Also, sometimes I hear a swoosh (with no other sound) when I have not sent any mail for hours. I checked with Malwarebytes and it did not find any virus. I thought it might be the mailbox virus sending its own emails. There are no new mails in the "sent" basket.
So I have two problems - one being that I get new mail sound when a cc of my own mail comes back to me and I don't think it used to do that, and, the other being this random swoosh for no reason. AND I will add that I can't even find "swoosh" in preferences anymore. You used to be able to pick the sound for outgoing mail and I always picked swoosh. But I can't find where you can do that. Anyone know??
A possibility is that the swoosh sound is missing from recent iterations of macOS. If anyone knows where the mail sounds are stored, it may be worth comparing them with an older macOS say Mojave and see if they match. If they dont then perhaps copying the sent mail sound from the older os to the newer OS could possibly be a fix?

I find it annoying that there is no clear, simple way to simply turn off the Do Not Disturb function.

OK, this is a pretty confusing interface. I was trying to answer the person who said look for the little bell in the top right corner of email prog, and click it if it has a line through it. I don't know why this message did not show up under that person's.
