Is it compulsory to add payment method to use App Store

If you want to make purchases or update / download apps, including free apps, you need to update your payment method or add a new one.

It keeps asking me over to update my billing and I have, now I’ve deleted all the debit cards I’ve put on my account the only one it wouldn’t is my pay pal account. In order to use App Store. Getting frustrated all I’m trying to do is download YouTube music app, trying to add it to my iPad. And it’s not allowing me to get past the billing update. Just to download the music app. Ridiculous
