Just upgraded to Ventura and my Print dialog is now not showing any preview at all. Can't seem to find anyone discussing this on the internet, in fact everything I've come across seems to indicate that I should be seeing a wonderfully-improved scrollable preview side panel. Unfortunately, I'm not.

So I just checked in TextEdit and lo and behold, the preview was there. Weird.
What I'm doing to get the problem is hitting the "Print using system dialog" button in the print menu of any other application. Usually this is Chrome.
What app are you using? Does this happen with TextEdit? Safari?
Right, I get the Chrome print dialog, but want to bypass it and use the macOS one. The reason why is because for some reason, when I print with Chrome, everything will look fine but the actual print will come out microscopic and not the scale I intended. When I use the system print, it’s fine, but no preview.
Kind of a weird situation, maybe the problem is more complicated than I imagined.
Yes, it varies by app. For Chrome, though, they offer their own preview before going to the system dialog. Maybe that doesn't help for the settings you want to change?
