Security Questions

I am trying to log into our Apple Podcast Connect Account. It is saying to do this, we have to turn on two factor authentication. When I go to log into the account to accomplish this, it asks me to answer security questions. Well, I never set security questions so I cannot answer them. When I go to reset the security questions, it says "Cannot Reset Security Questions

We don’t have sufficient information to reset your security questions." So I cannot log in and I cannot reset the security questions. How do I rectify this situation???
