Can’t add events to shared calendar

Someone that has access to a shared calender is unable to add events to the calendar. They are able to see events added to the shared calendar but can not add it themselves (the calendar does not show up the add event-calendar selection). I have checked their settings and it is all synced. I have updated their phone to the current IOS. I have turned off the phone and turned it back on, as well as closing the calendar app and waiting a few minutes before opening it again. Also, I just checked and I am able to add events to the same shared calendar that this user is unable to. Any suggestions on what to do?

I have also tried to refresh the calendars

Let's see why they cannot add events. Could you check their permissions? They're outlined at Share iCloud calendars on iPhone - Apple Support

Change a person’s access to a shared calendar

After you invite a person to share your calendar, you can turn on or off their ability to edit the calendar, or stop sharing the calendar with that person.

Tap Calendars, tap next to the shared calendar, then tap the person’s name.
Do any of the following:

Turn on or off Allow Editing.
Tap Stop Sharing.

Specifically confirm Allow Editing is enabled, as that controls their option to add and change events.
