iCloud is a service, not something you download. You can access it at https://icloud.com

On Macs the features that make use of iCloud, such as Photos, or iCloud Drive are built in.

On Windows computers, the only place to download the iCloud for Windows application to access the iCloud features, currently, is from the Microsoft Store.
