Are you sure that the keyboard is set to the Portuguese layout at the login window?
I have seen situations where the keyboard assumes the US layout, and that of course would cause this.
Try this:
When typing the password, to achieve ã
type Option-n followed by a.
If it lets you login, then you will know.
I have tried to find where in Ventura one can change a setting to make the Input Sources available in the menu bar, but I can't find it. They do show for me, but I can't say if that is because they were showing before.
Do you see the input source menu at the top right of your screen in the login window?

Eu experimentei isso no meu mac, com uma conta secundária.
A password com ã funcionou perfeitamente, quando o teclado seleccionado é o português - escrevendo da maneira usual.
E também funcionou, escrevendo Option-n a, com o teclado americano.
Continuo a pensar que o problema é que o sistema está a usar outra configuração de teclado (provavelmente US) na janela de login, e só activa o português depois do login.
Isso é claramente visível no meu mac, onde a escolha de teclado aparece no canto superior direito mesmo na janela de login, e vejo mudar para US.

On my Portuguese layout you don't use Shift to generate ~ over a letter, you just hit ~ and then a. Adding Shift will produce ^ over a letter. Does your keyboard work differently?
Can you enter it by pressing and holding "a" and choosing ã from the popup menu?
I have tried with an external keyboard (mac and not mac) and did not work also. I believe this is a Bug caused by the new OS version.
By default when I open my computer the language is in Portuguese but I can use the char ã as expected. The only alternative that I have is to switch to the Brazilian Keyboard layout and make the combination of Option + N and then key a
But this should not happen since I am in Portuguese Layout and that is the one that I want to use all the time.

Try the one called Brazilian ABNT2 and see if it works right.
What happens when you try to enter ã? Nothing? Wrong character? Can you enter it by pressing and holding "a" and choosing ã from the popup menu?
Do you have an extra keyboard you could try (doesn't have to be from Apple)?
