Thanks for reaching out to the Apple Support Communities. So we understand the issue fully, you're not hearing any text tone when receiving a new message, is that correct? If so, do you have a Text Tone selected in Settings > Notifications > Messages > Sounds, and is the Ringtone and Alert Volume turned up in Settings > Sounds & Haptics?
If a Text Tone is selected, try changing the tone to another sound and test the issue again. If still unable to hear a sound when receiving a message, do you by chance have Do Not Disturb enabled or any other Focus Feature? We ask as this will silence calls, alerts, and notifications that you get while your device is locked.

Turn on Do Not Disturb
1. Go to Settings > Focus.
2. Tap Do Not Disturb.
3. Under Turn on Automatically, set Do Not Disturb to turn on automatically at a certain time, location, or while using a certain app.
To turn on Do Not Disturb from Control Center:
1. Open Control Center on your iPhone or iPod touch, or on your iPad.
2. Touch and hold Focus, then tap Do Not Disturb.

You can also enable Time Sensitive notifications from apps, which allows apps not in your allowed list to send notifications marked as Time Sensitive.
