Upgrading to a different iCloud+ plan and using a particular card are different processes.

You will first have to add your card to your payment methods for your Apple ID: Add a payment method to your Apple ID and if you have any other payment methods move your new card to the top of the list.

Then subscribe to an iCloud+ plan: Upgrade to iCloud+
