Photos Taking Storage with no Photos

Because I backup all my photos on google, I have 0 photos in my camera roll or recently deleted. My shared photos, photo stream, and iCloud backup are off. However, my storage says it still take 21 GB. I don’t understand how this is possible. How can I fix this, I only have 64 GB and the 21 makes a big difference.

iPhone Photos keep re-appearing after deleting Hello, My iphone storage is full and I try to free space with deleting videos and photos but iphone immediately return them back or they are restored after several days. I’ve tried with turning off Icloud photos but that didn’t help. Now i can not free space, but I would like to. Could someone know any solution for that? [Re-Titled by Moderator]
