Apple doesn’t explicitly list error #4045, however, 4000-series errors are often associated with the host computer having difficulties contacting Apple’s servers. Communication difficulties of this nature are often linked with Anti-Virus and/or firewall software running on the host computer.
While you do so entirely at your own risk, try temporarily disabling your AV/Firewall software - and then repeat your attempt to restore your iPad.
Otherwise, you may need to seek assistance directly from from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively, if you have access to another Apple device, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

It works using an USB-A to Lightning cable. If your Mac only has an USB-C port, using an USB-C to USB-A adapter worked yesterday for me.

I have the same issue with my iPad and have read a few threads online with others encountering the danger issue. All induced by an attempting to updating software or restore devices. This is 100% a software issue that Apple needs to fix. We pay good money for the products and the product life should be longer than 2 years, especially when it comes to software. I have a case open and engineers are supposedly looking into it. Hopefully they find a solution. My iPad is current a brick and I did nothing wrong to cause this.

I have the same error. I tried to restore the iPad from two different MacBook Pro x 2 different cables - the same result.
Sometimes it shows 4041 error.

Worked for me also. Strange thing is my iPad which is only a 32gb and was up to 27gb utilised now has only 17gb utilised. Appears the IOS section has shrunk dramatically.
