Disable Shortcut Hints When Holding CMD (Command) on External iPad Keyboard

When I click and hold the CMD (command) key on an external iPad keyboard, it brings up a list of shortcuts for the app I’m in.  How do I disable this?  It’s not useful to me and interferes with cmd+tab which I use frequently.  I have already tried turning off full keyboard access under Accessibility, as well as turning off Shortcuts under Keyboard and Hardware Keyboard.

I’m clicking and holding the CMD key while tabbing through the recent applications.  After a couple of seconds the shortcut hint menu (which I don’t care about) pops up and almost completely blocks the app switcher which is what I’m actually trying to use.  Almost seems like this should be a bug - if the user is tabbing through the apps, then the shortcut hints should be disabled, I would think…
