Why can’t I re-download apps without payment info

I wanted to know why this is happening,I subscribe to something and forgot to pay it and now I think I ruined my Apple account I cannot redownload apps because of the payment. I even paid the payment and it still saying there was a problem with the previous purchase, but there is no purchase because I already paid it. I wanted to know how to fix this and it’s not my cash app because I have re ordered a card multiple times and called cash app support. It’s something with my Apple when I try to re-download a app or update something it says enter Apple ID to view billing information and then it says there was a problem with the previous purchase after but there’s nothing charge in my card
