This seems to be the same issue that was listed earlier but the Solution did not work for me. When I enter my Apple ID and iCloud password, it sends me a verification code which I enter. After I enter it, it spins for a bit and tells me that iCloud is unavailable. Any help would be appreciated!
I had this issue too. And just found a workaround.
It seems that older generation Apple TV’s time-out too quickly before the verification code can be submitted. The solution is to append the verification code to the end of your password right in the same password field. The. AppleTV never asks for the verification code separately. Do this:
Depending on what screen in AppleTV you started from which it requested your password, you may have to do this twice.

I also have the same issue on ATV 3rd gen.. Netflix is showing error ATV-ui92 and it is impossible to login into the icloud with my account. Already tried to contact Apple hotline and they are unable to find a solution, they've just proposed to contact a service.
I’m having the same exact issue. iCloud keeps saying unavailable try again later and Netflix won’t work on it it keeps saying wrong username or password when I know it’s the right password because I’m logged in on my cell phone. Grrr this is so frustrating and reading all the others here I’m gunna assume there’s no way to fix this problem and it’s just obsolete ugh this sucks
Wish I had know this before trying to reset it because Netflix also will not let me log in anymore. Netflix suggested a full reset. It was connected to iCloud just fine before the reset, then I did a factory reset as Netflix suggested and now, neither will log in. Sigh. Time to trash it I guess.
I have exactly the same issue here. At least I know I'm not alone and that there doesn't seem to be a fix so I will stop trying. Its very frustrating for all the reason already stated by you guys - thank you ... grrrrrrrrrr
It seems Apple doesn't want to find a fix for these issues because they want to basically force people to spend more money and purchase new Apple TV's and other products. So sad but it's all about the money for them.

I can log on now too ; typing the password then doing the 2FA ; and pasting the password via remote on the phone is also working. I see my icloud photo's again on the tube !
(strange advise to begin with ; what is different between typing the password or pasting it via the remote on a phone but anyway apple seems to have done a tweak)
I’ve tried using iOS remote, Apple TV remote, and appending the verification code to the password field. Is there something I’m missing. Have others bypassed this attempt from Apple to make us buy new hardware?
Same here… and we can get no help from Apple, apparently.
I KNOW it's an old device, but it's still working perfectly (from the hardware perspective) and they won't let us log in to the iCloud servers just because they don't want us to. I can't see my photo stream, my playlists or anything related to my iCloud account on my Apple TV :-/
I have a similar problem with an Apple TV 4K 1st gen (A1842) running on iOS 17 (21J354):
After it shows a "Update user settings on this Apple TV…" dialog on the phone and "Signing In…" on the TV. These screens run forever…

Then your issue is not similar, as the issue in this thread is specific to legacy devices. For best assistance and visibility, please start a new thread using the “Ask the Community” link in the bar (desktop) or drop down menu (mobile) at the top of the page.
Same for me, tried the remote, bluetooth keyboard, enter the two factor code together with the password or after the password, nothing works… icloud login tells me icloud is not configured for this appleid…
Could I suggest that the ITunes Store is where you can give them more money, so they don’t want to cut you off there, but some apparently “obsolete” function that you get for free on your older devices is the best way to try and get you to upgrade. Chromecast now for me!!!
Photo Stream is gone, there's nothing we can do about it. I liked Photo Stream too, but usage was down (because it was defaulted to off and apparently some couldn't understand how it worked). But it's gone, they're not going to set it up again.
If you really need to see your photos on these, then use Home Sharing on a Mac and share your photos to your devices that way. I've detailed how to do it in my post elsewhere in this thread. You can watch any video and listen to any music on your Apple TV 3rd generation streamed from your home Mac. Home Sharing isn't going anywhere anytime soon because there is no hosting or networking on Apple's part. Plus it's probably the most Privacy respecting solution too because it's on your own network. You still have access to your iTunes Purchases and Apple TV+. Some of the other apps still work too, which to me is surprising.
But with any network based devices, eventually they all will stop working.
If Home Sharing doesn't work for you and you live in an area with ice, you could use it for a nice hockey puck I'm sure and take your slapshot anger out on it.

There’s no way to solve the problem unfortunately. I talked with Apple on the phone and they cannot help us.
