This seems to be the same issue that was listed earlier but the Solution did not work for me. When I enter my Apple ID and iCloud password, it sends me a verification code which I enter. After I enter it, it spins for a bit and tells me that iCloud is unavailable. Any help would be appreciated!
I had this issue too. And just found a workaround.
It seems that older generation Apple TV’s time-out too quickly before the verification code can be submitted. The solution is to append the verification code to the end of your password right in the same password field. The. AppleTV never asks for the verification code separately. Do this:
Depending on what screen in AppleTV you started from which it requested your password, you may have to do this twice.

For Netflix try using the app remote, it worked for me on my 2 apple tv!
I’ve tried Apple remote and nothing changed, the exactly same result. Thinking about JB, only the one thing which can help from my POV.
I tried the code after the password with a generated recovery code and that did not work either.
That's so random.. If that's true Apple have to solve that issue. It sounds that it can be easier fix than i thought.

Yes, weeks ago I tried to login and succeed. Everything is working again on the Apple TV, so I am happy 😃

Yes, the support person said to me "the Classic one!". Apple doesn't really believe in sustainable policies, they just want you to change all your devices every year.
