Siri Remote doesn't change volume

My 3rd gen apple TV (128GB), less than 1 month old, doesn't change the volume on the TV (Hisense A65 2022). The back button wakes the TV up and switches to the proper HDMI port (using CEC). The Xbox has no problem controlling the volume on the TV either. When setting the "Volume Control" setting under "Remotes and Devices" to "auto", it chooses "Auto via IR (TV)", but still does not work. When choosing "Learn new device" and programming the apple tv with the original Hisense tv remote, the apple tv says "Setup Complete", but it still does not control the volume. I'm not sure what to do? My remote has a USB-C port, 100% batter and Firmware version 0x0021
