my Phone is running low on storage. I have 47 GB of photos. When those sync to iCloud will it clear 47 GB of storage and store it on cloud? Also how long will syncing 3k photos take?

No. You can elect to optimize photos (Settings > photos) which will reduce the size of photos on your device. Any changes you make in photos on any connected device will be reflected on all; if you delete a photo on your phone, it is also deleted from iCloud.
