Charging while in vehicle
I have an iPhone 13 which shows charging but the battery drains while charging in my vehicle

To help isolate the behavior, test with a different cable if you're using a cable to charge in your vehicle, and check if there's any debris in the charging port of your iPhone: Cleaning your iPhone - Apple Support. A faulty cable or debris could be the culprit causing the issue.
