How to move ringtone from iTunes onto iPhone?

Hi, I've done this before and I'm most of the way through the process listed here.

Then I get to step 6. My phone shows up in the left navigation on Apple Music, but it does not have the accordion that it used to showing music, photos, ringtones, etc., on the phone. This is the case no matter if I'm syncing phone and computer over wifi or a direct connection.
