As per this article Add or remove accounts in Notes on iPhone - Apple Support

Go to Settings > [your name] > iCloud, then turn on Notes.

Your iCloud notes—and any changes you make to them—appear on your iPhone, iPad, iPod touch, and Mac where you’re signed in with your Apple ID.

You can search notes from iPhone Search your notes on iPhone - Apple Support

In case if notes are locked unlock them Lock your notes on iPhone - Apple Support
