How can I have turn off safety check? How can I have siri read out incoming messages when iPhoneXR is locked?

I have an iPhoneXR running ios16.0 and I drive a commercial vehicle. When I receive an incoming message and ask siri to read it out to me (remembering I am not allowed to handle the phone at this time) siri says I need to unlock my iPhone first. It then looks for face id. It is in the centre console of the vehicle where it is not easily accessed. It then reverts to the passcode option. If I unlock the phone, siri reads the message and asks if I wish to reply. If I say "No" siri then totally inappropriately reads out some garbage about "If your safety is at risk, ask me to call emergency services.....etc" EVERY TIME.

I have enabled "Allow notifications" in Siri and search.

I have opened "Settings > Notifications > Messages " then set "show previews" to "always."

I have done these things both with and without shutting down and restarting the phone.

Regardless of what advice I have followed thus far the problem persists.

It is extremely annoying, not to mention that it PROMOTES unsafe/illegal activity when driving because the phone is auto locked and has to be fully and MANUALLY unlocked.

My iPhone 6 performed the sending and receiving of messages perfectly on lock screen.

Any assistance in solving this problem would be much appreciated.

thank you for the response and support. For a company that purports to be safety conscious the need to unlock the phone while driving, to be able to hear an incoming message, is a major step in the wrong direction. This is especially so when you can use siri to SEND a message, or MAKE a phone call, to anyone in your contact list when the screen is locked. I fully agree that a voice recognition option would remove the entire problem. Apple already have a "Sound Recognition" function. I wonder how many more people have this same issue (especially those who may not have full control of their upper limbs) but perhaps think they are batting their heads against a brick wall when they try to do anything about it and thus do not report it.
